The registery loader command does not load schemas.

The default dublin-core-metadata.xml schema file that ships with dspace has
included schema definitions for a while, but those schemas are never processed.
It would be nice if schemas that are defined in an xml document would also be
created. This would make it easier to script dspace installs where additional
schemas are required, otherwise they have to be created by hand before the
registry loader can be run.
