Hello Eija,
the behaviour has not changed between 1.5.x and 1.6.
If a bitstream is restricted, it will still be listed in the item display.
Only bitstreams with a format flagged as internal via the bitstream format
registry are not listed in the item display, but are visible in the edit item
page.
