Based on a tweet from Dorothea Salo.
She asks for the ability to perform bulk authorization removal or assignment
across several DSpace Items/Bitstreams at once -- this request goes beyond what
the current Bulk Policy tool allows one to do.
Here's a video showing how difficult this authorization process currently is
when you want to change the authorization rights on 4 different bitstreams
attached to the same item. As you can tell from the amount of clicking
around, and one-by-one changes, this current interface is quite confusing, and
can become rather frustrating.

Currently, our Bulk Policy tool just lets you change bitstream/item rights
across an entire collection (or site-wide). Is there a way to clean up these
interfaces to provide a better workflow for dealing with Bulk Policy changes?
