For me it is impossible to create a new group with XMLUI. With JSPUI, it is
possible.
How to reproduce :
Login as administrator of Dspace.
Use menu "Administrative > Access Control > Groups".
Use the link " Click here to add a new Group."
Here i get a message about "Insufficent privileges" :
Your account has insufficent privileges to perform the requested action.
But my account was create with the command create-administrator.
