XMLUI Labels for Checkboxes are hardcoded in Java, cannot be translated

In the XMLUI, the DRI <label> values for many Checkboxes are hardcoded in the
XMLUI Aspect Java code. These label values are then transformed into HTML
<legend> values, and are unable to be translated into other languages.
Some simple examples:
* aspect.administrative.item.EditItemMetadataForm - has a hardcoded "remove"
label next to checkboxes
* aspect.administrative.item.EditItemBitstreamsForm - has a hardcoded "remove"
label next to checkboxes
* aspect.submission.Submissions - has a hardcoded "selected" and "remove" label
next to checkboxes
* aspect.submission.UploadStep - has hardcoded "remove" label next to checkboxes
There may be more areas where these labels are hardcoded in Java code...these
were just the ones I found via some quick searching
