1-day (or passed) embargo dates give error upon submission

In timezone GMT-10 on 2009-12-08 @ 11AM local time, when entering (2009-12-09)
as the embargo date for either jspui/xmlui. I get an error. xmlui returns
"Embargo lift date must be in the future, but this is in the past: 2009-12-09".
Attempting 2009-12-10 succeeds. May be related to DS-393?
Similarly, for entering passed embargo dates, error upon completion (vs. either
ignoring or giving the user a heads up)
