Stuart,

I don't think that the 'mail.server.disabled' configuration helps much in this 
special case as it requires you to restart Tomcat.

Think of a scenario where you are asked to bulk load 200+ items into a single 
Collection (with an approval workflow) on your Production Server.  You likely 
wouldn't want to restart Tomcat (and thus temporarily take down the site) in 
order to turn off the mail server before doing that bulk load. 

In addiition, now that I think about it, you might not want to disable *all* 
notifications either...cause if someone was submitting a new item into another 
collection, you'd want to get that email notification.  But, it's not as 
important to see individual notifications for every item in a bulk ingest 
(which has to be performed behind the scenes in a controlled environment 
anyways).
