An option is added to disable the mailserver. By default, this will not alter
anything in the dspace repository.
By adding mail.server.disabled = true to dspace.cfg, you will be able to use
DSpace without sending out emails.
This is especially useful for development and test environments where
production data is used when testing functionality.
