In the class org.dspace.app.xmlui.aspect.submission.submit.DescribeStep, the
form input widgets are not being loaded with values from the Item Template in
the event there are no previously assigned values. A cursory look at the
parallel JSPUI code suggests that the same is true there.
A patch is available.
