If you want to go that route, I would make the following adjustments:

1.) I would allow all capabilities to be delegated. 

2.) I would make these setting configurable so that it should be the decision 
of the repo maintainer what is the "policy" for add/delete for any repository, 
this is a decision for the manager for the repository, not a decision that 
should be hardcoded in the application.
