Submission doesn't preserve the order of Qualdrop values

The qualdrop values are not showed in the order that user enter it if the user
go forward and back in the submission process.
It could be hard to fix because the qualdrop values are related to different
metadata type so the ordering of the metadata type winner...
Only reported for future reference.
