Robert, yes the XMLUI sitemaps work is calling the same code as the JSPUI sitemaps. So, both the /htmlmap and /sitemap paths work in the same manner that the JSPUI does.
You are correct that an empty link to /htmlmap should be added to the footer by default. I had forgot to patch that in the DSpace code (even though I did make that change in our local code).
