I neglected to state what UAT means in my initial post. UAT is an acronym 
for User Acceptance Testing.

refinement. The State Library will be responsible for UAT validation. 

Rather than reinventing the wheel I wanted to ask folks if they had 
refinement and validation checklists or other planning documents they used 
in an upgrade or migration. It doesn't have to be specific to a migration 
from DSpace Express to DSpace-GLAM.

Of if anyone knows where these resources might exist in the DSpace wiki, 
definitely let me know. Our wiki is very complex, and I may have missed 
spotting UAT resources.
