Tim, thank you very much. I've continued working in the problem and I find a solution "a lo gaucho", but that solved the issue.
The problem was, as I said in the org.restlet-2.1.1.jar and org.restlet.ext.servlet-2.1.1.jar. probably because of the failing in the download these .jar files. The .jars contained inside html code instead of the executable files. That is probably the cause of the Tomcat error message, which was something like "expected binary code and getting html". I' had a previous Dspace 6.3 installation in Ubuntu 16.04 with the correct .jar files, so I change them both in dSpace/solr and in Tomcat /webapps/solr and all worked fine.
