Hi Pierre, At this point in time that feature doesn't exist in DSpace 7. It was part of the DSpace 6 XMLUI's "Administrative Control Panel", and that feature has not yet been ported to DSpace 7. It's currently scheduled in Tier 2 at https://wiki.lyrasis.org/display/DSPACE/DSpace+Release+7.0+Status#DSpaceRelease7.0Status-Tier2:Medium-HighPriority (see also https://github.com/DSpace/dspace-angular/issues/801)
In the meantime, you may be able to modify the Header component temporarily to display such a message.
