then most likely the authorizations of the items in question is wrong.
Log in as admin, go to the item page -> Edit -> Item's authorizations
There you can see the authorizations for the item, the bundles and
bitstreams.
Most likely in the form
COLLECTION_SOMENUMBER_DEFAULT_ITEM_READ
COLLECTION_SOMENUMBER_DEFAULT_BITSTREAM_READ
Then you can check via the Access Control -> Groups whether the
SDLMembers2 belongs to the group.
Note, an item derives it's rights during submission from the collections
settings
DEFAULT_ITEM_READ
DEFAULT_BITSTREAM_READ
If you change these settings, it will have no influence on already
ingested items.

Make sure the group exists (otherwise will be warnings in the logs) and
got the right authorizations.
You need a fix ip and you can work with partial ips etc.
If your DSpace installation is hidden behind a web proxy, remember to set
the useProxies configuration option within the 'Logging' section of
dspace.cfg to use the IP address of the user rather than the IP address
of the proxy server.
If you go to the profile page of a user you can actually see the groups a
user belongs to, even the ip based ones. So this is an easy way to check,
whether the user is in the ip based group and it is an issue with the
proper resource policies.

I'm using the current assigned Dynamic IP address not static IP, Is it a
