I actually had a similar question for our institution, but we were wondering about the best practices for assigning an appropriate Dublin Core element to a supplementary external link.
For example, we have faculty research that would be enhanced by a supplemental link to the faculty member's biography and curriculum vitae, both of which can located on a university website. This external URL would be included in the metadata for his journal articles, but it would only be connected to the article (or the object) itself through an association with the article's author. We felt that dc.relation elements were more appropriate for demonstrating the relationship between the actual repository object and an external resource, but perhaps this kind of external link (relationship with the author) would also qualify as a dc.relation element. Would anyone have recommendations for using an appropriate DC element in regards to this kind of supplemental link? Thank you.
