Never have I used the SAF Builder: https://wiki.duraspace.org/display/DSPACE/Simple+Archive+Format+Packager However, the documentation itself seems pretty self-explanatory. Your error: *File: Maryland has been used 0 times. *Seems to me, the file is acknowledged by the application but it's not referenced in your .csv file (column 'filename'). The metadata sample in the link above should help you get back on track.
