We do have an open ticket which talks about Counter compliance for
DSpace, but unfortunately it's still looking for a volunteer developer
(or two) to help move it forward

According to the most recent comment on it (which is now over a year
old, unfortunately), Atmire, a DSpace service provider has done some
work on this in the past. I'm not sure of its current status, so I've
copied in Bram Luyten from Atmire to see if he has any updates.
So, the simple answer is that we are not yet compliant (unless someone
out there has a patch for this?). But, I think it'd be great to move in
that direction. We just need to find someone(s) to help us move this
initiative forward and contribute back the code fixes [1]
