        [PATCH v3 2/2] media: cedrus: Implement runtime PM

As the patchset also fixes concurrent decoding issues. This was tested using
GStreamer implementation, which strictly follow the Stateless CODEC spec and
expect OUTPUT to CAPTURE width/height propagation.
