Not necessary, submitting an UVD create messages while creating the driver object should just result in an error code when UVD is not available. When handled like this it doesn't matter if the kernel has no UVD support at all, no UVD support for this hardware generation or UVD just failed to initialize. Currently we just don't handle the return code so well in mesa (feel free to fix that).
