We are disabling IRQs prior to queuing recovery work, so state dump
messages always timed out with a warning. Use simple msleep() to prevent

It looks to me like this patch is adding state dump messages, but this
commit text reads like they already exist, but there is a logic flaw.
Did you perhaps copy the commit text for some internal fix that added
the msleep line, but implement the entire feature?
