This patch add regulator_set_load() to both eDP and DP phy driver
to have totally control regulators.

Original regulator_set_load() is done by DP controller.

This patch has moved regulator_set_load() from DP controller to DP phy.

Therefore DP phy has total control of both vdda-phy and vda-pll regulators.
