UPDATE: The situation is as follows
if i start gnome in root or normal user RX480 accel is enable and vega not
(error Mesa_drm:image_required in glamor
if i start with initlevel 3 as normal user BOTH Accels do not work and the
errore reported in xlog is gbm_create_device_failed
if i start with initlevel 3 and log in as root BOTH accels works
