Dear Roland,

you were totally right. The default kernel-module in Proxmox5 is the latest 
drbd8 module. After installing pve-headers and drbd-dkms (v9) everything works 
fine! Thanks!

No, it should not. See for example the corresponding man-page for drbdsetup 
(the DRBD 9 version, *not* the 8.x version).

My best guess at this point would be you loaded an in kernel 8.4 module and try 
to use it like DRBD 9.
