Debian Buster server. I'm running dovecot version 2.3.4.1
Not sure if the documentation is outdated or what.
It's included in the dovecot-core package
/usr/share/doc/dovecot-core/examples/decode2text.sh
buster version should also have it according to
https://packages.debian.org/buster/amd64/dovecot-core/filelist
