"The expunge step" didn't work because "all" parameter was broken in 2.2.21. It's fixed now: https://github.com/dovecot/core/commit/6971937a6f3e93844dbd43bdbe903628e21a9422 Also as workaround you can replace 'all' with '1:*'.
