Looks like imap_quota is present. However:
a) did you reloaded Dovecot after config change?
b) in which conf-file did you've configured imap_quota and why quota is
mentioned twice?
manual test:
telnet server 143
*1 login <user> "<pwd>"
*2 GETQUOTAROOT INBOX
*3 logout
Command 1 should include "QUOTA" in capability string, cmd #2 should
return success. If this test succeeds, you have a MUA problem.
