if  both  qmail  quota  settings  are enabled,  and  storage  is enabled  in  
the dovecot config;
Which  will be active?   ie, both  the user  quotas  will be different

That looks like simply a quota plugin setting. You haven't shown
anything settings about trash plugin. Which one do you really mean?

 When I set *:storage line as default quota_rule ,  There is no problem..

 But when I removed this line and set Trash:storage as default
 quota_rule, plugin is not working..

You need a *:storage rule in any case. I don't know what you'd want to
happen if it didn't exist.
