Yes, the problem is that managesieve doesn't load virtual plugin. You probably
have the same problem with doveadm and maybe others. The simplest way to fix
all this is to make it global, something like:
mail_plugins = virtual quota etc
protocol imap {
mail_plugins = $mail_plugins imap_quota
}
etc.
