Well, I'll try to reproduce it, but a few things could be changed
anyway:

With this setup IMAP keywords (=labels/custom flags) will be messed up.
CONTROL should point to the user's directory. Then also set
subscriptions=no so subscriptions will be saved to user's primary
subscriptions file.

Similar problem here, unless you intended to force users to be
subscribed to same public mailboxes (which is what this currently does).
