That seems overly complicated. Just use one namespace:
namespace private {
separator = /
prefix =
location = dbox:/var/mail/%u/mail:INBOX=/var/mail/%u
inbox = yes
}
(and if still possible, I'd remove the :INBOX= part too so that it goes
to /var/mail/%u/mail/INBOX/)
