OK, so I got the sieve plugin built, but how do I test whether it's
working?  Is there debug output anywhere I can check?

AFAIK this is the CMU Sieve (Cyrus) plugin for dovecot 1.1. I don't think there are atrpm packages for the dovecot sieve version.
