Actually now that I look at your dovecot -n output:

passdb:
  driver: passwd-file
  args: /etc/dovecot/passwd
userdb:
  driver: static
  args: uid=virtual gid=virtual home=/var/mail/vhosts/%d/%n

You're using userdb static, so Dovecot looks up only user/password from the passwd-file. Use userdb passwd-file.
