It's not generated if you haven't told Dovecot what the quota limits are. In that case it uses the quota limits from maildirsize file, and if it's not present then Dovecot assumes you don't want any quota (or quota tracking).
If you don't want quota limits but only tracking, you could upgrade to 1.1.4 and set:
quota_rule = *:
and if is already present, was not updated....
It should have. If the above doesn't help, set mail_debug=yes and show what the logs say.
