I had the same error with dovecot-1.0x.
With 1.1, we still need: - rquotad in /etc/inetd.conf in both server and client (and of cource inetd_enable="YES" in /etc/rc.conf ;) to check this, "# rpcinfo -p server | grep rquota" - quota enable on this filesystem...
