setuid(2) says: EAGAIN The uid does not match the current uid and uid brings process over its RLIMIT_NPROC resource limit. So you've somewhere limited the number of processes for users. Debian has them in /etc/security/limits.conf. I'm not exactly sure what reads that file and how those limits are passed to kernel.
