Change this to:
mail_location: mbox:~/mail:INBOX=~/%u
Does it work then?
Wouldn't that parse to $HOME/$USER for each inbox? Currently sendmail/procmail
delivers mail to /var/mail, which is symlinked to /home/mail in my system.
