If you want to push more than 500mA into your phones then you need a
charger that supports one of the quick charge protocols that are used in
your phones. Given that most phones are built on Qualcomm SOCs, a charger
with their QC protocol is a good starting point.

I suspect that the tablet and charger do support some level of charge
negotiation, hence why you are seeing 1A when charging that device.

Generic usb-a 500mA chargers are only of any use for charging bike lights,
imho.
