Have you thought of using a Raspberry Pi?  This month's issue of MagPi majors 
on Arcade Games, see:  https://www.raspberrypi.org/magpi/issues/78/

Inside there is a multi page article on a guy who turned his daughter's old 
bed into an arcade machine, including step by step instructions and a Bill of 
Materials.

Even if you don't use a Pi, the BoM should give you a good starting point for 
sourcing parts.  However, the Pi has one major advantage over an old Dell 
machine; it has 26 GPIO pins that can be used to operate flippers, buffers, 
etc and be used to detect the ball hitting various places within the machine.
