I would suggest using either Visual Basic Express 2015, or the same for 2017, if it exists, it's simpler and less bloated.
There may be way to stop Windows trying to check for updates every time, or you could just wait for the first update check to finish and then it should, in theory, be quicker each time until the next BIG update comes along.
