A billed orders is not defined by its status.
But by the flag "billed" to yes.
An order can have status Not processed and be billed or not can be
processed and have status billed or not too.
It can also have the status "delivered" and be billed or not.
That's why the entry menu has been removed because it is not a status of
order. But a second dedicated status that is independent of main status.
