I added patch. However, i renamed constant option into
"PROJECT_CAN_ALWAYS_LINK_TO_ALL_SUPPLIERS"
Also i did not include the edit page. So this is a hidden option for the
moment. Because this option will confuse users by adding a way to do
thing already possible in a more elegant manner (if a project must be
linked to differents third parties, just declare this project as a multi
third party project by not linking it to a particular third). Also this
may create not coherent view into some screens, so for the moment this
feature is added as hidden feature.
