I've committed r1934081 which is an updated index file and a TODO of other changes that seem useful. The goal is to treat /readme as one cohesive "document" - a multi-chapter book. I've started by analyzing the overlaps (there are a few) and seeing how we can improve this with cross-references and updated diagrams. I am doing this work only in trunk at this time, and I'll move it over to 2.4 when we're happy with it.
