The RewriteOptions Directive specification starts its definition of AllowAnyURI
as follows:
> When RewriteRule is used in VirtualHost or server context with version 2.2.22 
> or later of httpd, mod_rewrite will only process the rewrite rules if the 
> request URI is a URL-path.
This is visibly wrong, as no URI is a URL-path. A URL-path is defined as β€œThe
part of a url which follows the scheme and hostname as in /path/to/file.html.”

I am a senior web developer, but URIs are not simple and I am not an expert of
the domain. I suspect this should simply explain that when enabled, only URIs
which are valid URLs will be rewritten, but I cannot say without digging.
