Fixed in trunk (r1933516) and 2.4 (r1933517).

Two fixes:
1. The example table entry for %4{Referer}i incorrectly said "is higher than 4"
— corrected to "is 4 (warn) or more severe (i.e., levels 1 through 4: alert,
crit, error, warn)."
2. The general description of the severity modifier was reworded to be clearer
— "logged if the log message has a severity level of the specified number or
more severe" instead of the confusing double-negative "not higher than."

The remote/local swap mentioned in comment 1 was already fixed in the current
source.
