Doing a quick search I cannot find that we decided to stop this. I guess we
just forgot doing so and it was not added to our build
scripts. Probably that would be the best place to put it in.

Probably it should be in the build scripts. Otherwise I think just committing
the zip file to
https://dist.apache.org/repos/dist/release/httpd/ should be fine as it would be
available then via the CDN in the same manner as
the source code is.
I don't think that we need a formal release vote for doing so as it is the same
content we continuously update on our website.
But if a vote would be required we should just add the zip file to the lists of
artifacts we vote on when doing a release.
