I don't think this is accurate. per-directory rules can also be defined in
<Directory> sections, and the behavior is the same as for .htaccess files. When
I used that specific phrasing, the assumption I'm making is that they are
defined in a .htaccess file or a <Directory> block. Otherwise they are not
"per-directory rules", by the definition that is being used by the doc.

Now, I am sure that this could be made clearer, but the rephrasing you've
suggested here feels less clear, rather than more clear to me. I'll examine the
docs and see if there's a way to make it crystal clear that this phrase always
means the thing I intended it to mean.
