When I used that specific phrasing, the assumption I'm making is that they are defined in a .htaccess file or a <Directory> block. Otherwise they are not "per-directory rules", by the definition that is being used by the doc. Now, I am sure that this could be made clearer, but the rephrasing you've suggested here feels less clear, rather than more clear to me.
