On https://httpd.apache.org/dev/dist/Announcement2.4.html,
1) the date at the top of the page is "September 21, 2018" (when 2.4 was
originally released, maybe), but the page is announcing 2.4.46, released a
little while ago. Thus the old date is rather confusing.
2) the links given for the changes
https://httpd.apache.org/dev/dist/CHANGES_2.4
https://httpd.apache.org/dev/dist/CHANGES_2.4.46
are 404.
Sorry if I was supposed to send this to a mailing list instead of submitting it
to bugzilla. None of the mailing lists seemed clearly the right place for this
"webmaster" type stuff. (Neither does this bugzilla, for that matter, but had
to pick something ...)
