It also can define rules for how other words can be formed. Do you have material that you can use to get started on a dictionary? One approach might be to start with a collection of existing Dholuo texts, documents, emails, websites, whatever, and extract all of the words used there. Of course, that may contain spelling errors already, so the list would need to be manually reviewed. But it is a start.
